Before you write an offer
Permits. A second kitchen or converted garage may never have been permitted. Ask for the permit history. Each county handles this differently.
Rental use. Whether the suite can be rented is decided by zoning and the HOA documents, not by the listing remarks. Confirm it in writing during the inspection period if income is part of the plan.
