Why timing matters: this money runs out
Hometown Heroes is not a year-round program. Each round is funded once, and reservations stop when the pool is spent. Here is every round so far:

Since 2022 the program has helped 25,620 Florida families with almost $399 million in assistance. At the 2025 pace, the 2026 pool lasts into January 2027. At the 2023-2024 pace, it is gone by early September 2026. When it runs dry, Florida Housing's other programs (FL Assist, FL HLP, FL PLUS) remain funded year-round, and cancelled loans release "fall out funds" back to lenders, but the headline $35,000 at 0% deferred is this pool.

Hometown Heroes is a deferred second mortgage, not a grant and not free money. Here is the honest structure:
- Amount: 5% of your total mortgage amount, minimum $10,000, maximum $35,000, usable for down payment and closing costs.
- Cost while you live there: nothing. 0% interest, no monthly payment.
- When you repay: when you sell, refinance the first mortgage, transfer the deed, or stop using the home as your primary residence. Any of those makes the full balance due. Otherwise it is a balloon payment when the 30-year mortgage matures.
- What you repay: exactly what you borrowed. A $20,000 assistance loan is a $20,000 payoff whether that is year 3 or year 30.
A worked example. On a $300,000 home with an FHA loan: the down payment is $10,500 (3.5%), and the total mortgage including upfront mortgage insurance comes to about $294,750. Five percent of that is $14,737: the entire down payment covered, plus about $4,237 toward closing costs. Do you qualify? The 3-question test
- Do you work in an eligible role? Healthcare workers (hospitals, physician and dental offices, mental health and assisted living facilities), K-12 school staff (public, private, charter, magnet; colleges and universities are not included), first responders, public safety workers (law enforcement, corrections, juvenile detention, emergency operations), court workers (courts, State Attorney, Public Defender), licensed childcare workers, active duty or reserve military including the Florida National Guard, or a veteran with a DD-214 discharged under other than dishonorable conditions.
- Do you work full time? 40 hours a week (80 per biweekly paycheck), or a written employer verification of full-time status. Retirees are not eligible.
- Do you work at a brick-and-mortar Florida location? Fully remote employees are not eligible. Hybrid workers qualify if on site at least 3 days a week. (Veterans must work full time for a Florida-based employer; active duty military are exempt from the occupation list.)
All three yes? You may qualify, and only ONE borrower on the loan has to. A spouse or co-borrower outside these occupations does not disqualify you.
First-time buyer: what it really means
The rule is narrower than the label. You are a first-time buyer for this program if you have not owned AND occupied a primary residence in the past 3 years. That means:
- You can own a rental property or inherited home, as long as you have not lived in it as your primary residence in the past 3 years.
- A mobile home on a rented lot (not titled as real property) does not count against you.
- You cannot own more than two properties at closing, including the one you are buying.
- You must move into the new home within 60 days of closing.
- The requirement is waived entirely in HUD-designated targeted areas (with higher income and price limits) and for qualifying veterans.
2026 income and loan limits: Orange, Seminole, Lake, Volusia
Limits are set per county and per loan type. The Hometown Heroes limits are generous; most dual-income essential-worker households fit under them.

Standard eligible properties
Single-family homes, condos, townhomes, and new construction with a construction-end loan (construction-perm loans do not qualify). 2-4 unit properties work too: you live in one unit, bring 3% of your own funds, and put 5% down.
Manufactured, modular and fixer options
Modular homes qualify normally. Mobile and manufactured homes qualify if built 1994 or newer, with a 640 minimum score and a tighter 45.49% debt ratio. An FHA 203K Limited option rolls up to $75,000 of non-structural repairs (kitchens, roofs, HVAC, flooring) into the same mortgage. Not every lender offers 203K, so ask early.
How to move on this (the order matters)
- 1. Get pre-qualified with a Florida Housing approved lender. This program only works through approved lenders. The loan officer verifies your occupation, hours, income and credit, then locks the rate and reserves your assistance from the pool.
- 2. Complete a HUD-approved homebuyer education course. Required before the loan is reserved. Several approved options are online and free; your loan officer will point you to one.

- 4. Write the contract with funding timing in mind. You can sign a contract any time, but coordinate the closing date with your loan officer so the reservation and processing fit. Reservations opened July 13, 2026; early closings were advised to land no sooner than the end of July.

For FHA, VA and HFA Advantage loans: Orange County $175,350, Seminole County $172,350, Lake County $172,350, and Volusia County $148,650. USDA loans use a $119,850 limit in all four counties. The FHA loan limit is $541,287 in all four counties, and the HFA Advantage and VA loan limit is $832,750.
What credit score do I need?
A minimum 640 FICO score on all loan types, with a maximum debt-to-income ratio of 50.49% (45.49% for mobile and manufactured homes). You still have to fully qualify for the first mortgage under FHA, VA, USDA, Fannie Mae or Freddie Mac guidelines.
When do I have to pay the assistance back?
When you sell the home, refinance the first mortgage, transfer the deed, or stop using the home as your primary residence. Any of those triggers the full balance immediately. Otherwise it is due as a balloon payment at the 30-year maturity of the mortgage. There are no monthly payments and no interest along the way.
Do remote workers qualify?
No. Fully virtual employees are not eligible. The borrower must work at a brick-and-mortar location in Florida. Hybrid employees can qualify if they work at that Florida location at least three days per week. Retirees do not qualify because full-time employment is required.
How fast will the 2026 funds run out?
History says fast. The 2023 round ($100 million) was fully reserved in 53 days and the 2024 round ($100 million) in 51 days. The 2025 round ($50 million) lasted 186 days. The 2026 round is also $50 million and opened July 13, 2026. At the 2025 pace the money would be gone around mid-January 2027, and it can go much faster.
Can I sign a purchase contract now?
Yes. A Florida Housing approved loan officer can pre-qualify you at any time, and funds became reservable on July 13, 2026. Talk to the loan officer about a realistic closing date before submitting an offer so the reservation and lender processing fit your contract.
What happens if funds run out before I buy?
Florida Housing's three other down payment assistance programs (FL Assist, FL HLP and FL PLUS) stay funded year-round, and "fall out funds" from cancelled Hometown Heroes loans are released back to lenders throughout the year. An approved loan officer can watch for returned funds and line up a backup program.
What property types are eligible?
Single-family homes, condos, townhomes, 2-4 unit properties (live in one unit, 3% own funds, 5% down), modular homes, and mobile or manufactured homes built 1994 or newer.
